Intermittent latency on ExpressRoute is most often a routing or peering location issue rather than a circuit bandwidth problem — check whether traffic is taking an inefficient path through your connectivity provider’s network.
Where to look
Use Azure Network Watcher’s connection troubleshoot tool alongside your connectivity provider’s own monitoring; also confirm you haven’t inadvertently created asymmetric routing between your ExpressRoute circuit and a backup VPN path.
